Itac recommends temporary rebate on new tyres for agri, forestry vehicles

The International Trade Administration Commission of South Africa (Itac) has recommended a temporary rebate for new tyres used in agricultural and forestry vehicles and machines.
Itac says it considered an application from tyre manufacturer Tubestone to rebate ordinary customs duties on certain tyres.
These tyres are new pneumatic tyres used on agricultural and forestry vehicles and machines, with rim sizes smaller than 91 cm (classified under tariff code 4011.70.10).
The commission found that there are no local manufacturers of these tyres in the South Africa Customs Union region.
Since the tyres are mainly used on tractors and harvesters, the duty raises the cost of importing the tyres and has a negative impact on the agricultural and forestry sectors.
The rebate provision can only be accessed subject to an Itac permit.
As part of the conditions of the permit, all applicants must show how accessing the rebate will result in price reductions and all applicants will be subject to regular verifications to ensure the rebate does not undermine the tyre manufacturing sector.
The rebate provision allows importers to waive ordinary customs duties on imported products.
This rebate provision does not cater for anti-dumping, safeguard and countervailing duties.
